Recently, the Slovenian Parliament officially proposed a bill to modernize medical cannabis policies. Once enacted, Slovenia will become one of the countries with the most progressive medical cannabis policies in Europe. Below are the key components of the proposed policy:

Full Legalization for Medical and Research Purposes
The bill stipulates that the cultivation, production, distribution, and use of cannabis (Cannabis sativa L.) for medical and scientific purposes will be legalized under a regulated system.

Open Licensing: Applications Available to Qualified Parties
The bill introduces a non-restrictive licensing system, allowing any eligible individual or enterprise to apply for a license without a public tender and without state monopoly. Both public and private institutions may participate in the production and distribution of medical cannabis.

Stringent Quality and Production Standards
All cultivation and processing of medical cannabis must comply with Good Agricultural and Collection Practices (GACP), Good Manufacturing Practices (GMP), and European Pharmacopoeia standards to ensure patients receive safe, high-quality products.

Removal of Cannabis and THC from Prohibited Substances List
Under the regulated medical and scientific framework, cannabis (plants, resin, extracts) and tetrahydrocannabinol (THC) will be removed from Slovenia’s list of prohibited substances.

Standard Prescription Process
Medical cannabis can be obtained through regular medical prescriptions (issued by doctors or veterinarians), following the same procedures as other medications, without requiring special narcotic prescription formalities.

Guaranteed Patient Access
The bill ensures a stable supply of medical cannabis through pharmacies, licensed wholesalers, and medical institutions, preventing patients from relying on imports or facing shortages.

Recognition of Public Referendum Support
The bill aligns with the results of the 2024 advisory referendum—66.7% of voters supported medical cannabis cultivation, with majority approval across all districts, reflecting strong public backing for the policy.

Slovenia’s medical cannabis market is projected to grow at an annual rate of 4%, exceeding €55 million by 2029. The bill is expected to drive domestic innovation, create jobs, and unlock export potential.
